Step One: Document the Purchase Before Anything Else

The documentation process starts at the moment of purchase, not the moment of winning. This is the step most players skip entirely.

For every Kerala lottery ticket you purchase — whether through an agent in Kerala, an online platform, or via a family member buying on your behalf — you need to record:

Step Three: Document the Result, Win or Lose

This is the step that feels unnecessary until it isn't. For every ticket you hold, document the draw result — even if you didn't win.

Why? Because the IRS may ask you to demonstrate a pattern of lottery participation consistent with your reported income and losses. Players who can show a complete log of purchases and outcomes — not just the wins — look like organized, good-faith participants. Players who only have records of winning tickets look like they're selectively reporting.

Screenshot it, save it with a filename that includes the draw name and date, and store it in a dedicated folder.

Step Four: When You Win — Move Fast

If you win a prize of any meaningful amount, your documentation obligations intensify immediately. Here's what to do within 48 hours of confirming a win:

  1. Secure the original ticket (or photograph it from multiple angles if it's in India)
  2. Record the prize amount in INR and convert to USD using the exchange rate on the draw date
  3. Note the prize tier (first prize, second prize, consolation, etc.)
  4. Document the claim process — how did you (or your agent) claim the prize? Through a bank? Through the District Lottery Office? Keep every receipt and correspondence
  5. Record any Kerala state tax withheld at source — Kerala withholds 30% on prizes above ₹10,000, and this withholding may be relevant to your foreign tax credit calculation on your US return

That last point matters. The US-India tax treaty doesn't specifically exempt lottery winnings, but foreign taxes paid may be creditable against your US tax liability. Your CPA needs documentation of what was withheld in India to calculate this correctly.

A Cautionary Tale Worth Hearing

A player in the Dallas–Fort Worth area — we'll call him Suresh — won a second-tier prize in a Kerala bumper draw a few years back. The prize, after Indian withholding, came to roughly $8,000 USD equivalent. He reported it as foreign income on his 1040. No problem there.

The problem came when the IRS sent a CP2000 notice questioning the income. Suresh couldn't produce the original ticket (it had been claimed and surrendered in Kerala), had no record of the purchase transaction, and couldn't document the exchange rate he'd used for the conversion. The IRS accepted his return ultimately, but the process took eight months, required a tax attorney, and cost him more in professional fees than the prize was worth.

The lesson isn't that you'll definitely get audited. The lesson is that eight months of stress and attorney fees is a completely avoidable outcome with about 20 minutes of upfront record-keeping.
